A significant milestone in regional innovation was marked during the Cagayan Valley Startup Week 2025 with the 𝑪𝒆𝒓𝒆𝒎𝒐𝒏𝒊𝒂𝒍 𝑴𝒆𝒎𝒐𝒓𝒂𝒏𝒅𝒖𝒎 𝒐𝒇 𝑨𝒈𝒓𝒆𝒆𝒎𝒆𝒏𝒕 (𝑴𝑶𝑨) 𝑺𝒊𝒈𝒏𝒊𝒏𝒈 𝒃𝒆𝒕𝒘𝒆𝒆𝒏 𝒕𝒉𝒆 𝑺𝑰𝑵𝑨𝑮 𝑪𝒂𝒈𝒂𝒚𝒂𝒏 𝑽𝒂𝒍𝒍𝒆𝒚 𝑪𝒐𝒏𝒔𝒐𝒓𝒕𝒊𝒖𝒎 𝒂𝒏𝒅 𝒕𝒉𝒆 𝑷𝒉𝒊𝒍𝒊𝒑𝒑𝒊𝒏𝒆 𝑪𝒉𝒂𝒎𝒃𝒆𝒓 𝒐𝒇 𝑪𝒐𝒎𝒎𝒆𝒓𝒄𝒆 𝒂𝒏𝒅 𝑰𝒏𝒅𝒖𝒔𝒕𝒓𝒚 (𝑷𝑪𝑪𝑰) – 𝑪𝒂𝒈𝒂𝒚𝒂𝒏 𝑪𝒉𝒂𝒑𝒕𝒆𝒓. This historic agreement formally designates PCCI–Cagayan Chapter as the “𝐹𝑜𝑐𝑎𝑙 𝑂𝑟𝑔𝑎𝑛𝑖𝑧𝑎𝑡𝑖𝑜𝑛 𝑓𝑜𝑟 𝑅𝑒𝑔𝑖𝑜𝑛𝑎𝑙 𝑆𝑡𝑎𝑟𝑡𝑢𝑝 𝐷𝑒𝑣𝑒𝑙𝑜𝑝𝑚𝑒𝑛𝑡 𝐼𝑛𝑖𝑡𝑖𝑎𝑡𝑖𝑣𝑒𝑠,” signifying a strengthened collaboration between the academic and private sectors in advancing the Cagayan Valley’s startup ecosystem.
The signing was led by Dr. Arthur G. Ibanez, Chairman of SINAG Cagayan Valley and OIC–University President of Cagayan State University, and Ms. Evelyn Velasco, President of PCCI–Cagayan Chapter. The ceremony was witnessed by Dr. Junel Guzman, Director of SINAG and Vice President for RDE at Cagayan State University; Mr. Cloyd C. Velasco, Former Regional Governor of PCCI Region II; and Engr. Mark Gil S. Hizon, Supervising Science Research Specialist of DOST–PSTO Nueva Vizcaya.
Following the signing, Ms. Velasco delivered an inspirational message of support, underscoring the collective responsibility of stakeholders to cultivate an environment where startups can thrive. She emphasized three key imperatives that will guide the partnership moving forward:

Ms. Velasco concluded with a strong reaffirmation of PCCI–Cagayan Chapter’s commitment to this transformative endeavor, expressing the organization’s resolve to work alongside SINAG Cagayan Valley in cultivating a vibrant, dynamic, and innovation-powered ecosystem.
